I have a 1999 grand am the battery is new and it just stared doing this I mean cold is when the engine is cold it really worm where I live.
Smoke coming from engine by the oil dip stick and spark plug also when its coold it has a rough time starting

With out seeing it , there are lots of causes of smoke and depending on color and smell, which you give no specifics on, it is impossible to tell you the specific cause.
If it's blueish in color it could be an oil leak. White could be engine coolant. You also for some reason mention your battery, is the smoke coming from an electrical connection. If you are unfamiliar with engines you should have it looked at before you have a major problem.
