Starter Just Clicks

I have 1994 Grand Am 2.3l engine. When I turn the key it just clicks. I replaced the starter. The battery is 3 years old, I had it tested they said it was okay, but I have my doubts about that. What could be the problem? Help!!! In addition when I do try to start it I notice the meter on my battery charger goes down low, and the battery has to be recharged.

use a volt meter at your starter where your battery cable bolts up, turn your ignition switch to crank. if you get about 8 volts or higher its probably a bad starter. if your not getting voltage check your battery cables.

Thanks for the input. I replaced the starter and battery, the connections are okay, the reading are normal. But I still cant get the car to turn over. It seems like something is draining the battery as soon as I try to start the car. It turns briefly, then the starter just starts whinning.
