Sunfire Overheats At Idle

I have a 98 pontiac sunfire GT with 195K miles on it. It just started overheating when i sit at idle for some time. I checked and at 200 degrees my fan IS NOT coming on. Is the fan bad or could there be something else causing the fan to not work? The fan fuse is good. Any help will be appreciated.

it wont come on till the 215 to 225 range, does it come on with the AC turned on?
