Ok, after removing the air filter housing, I can get a clear look at the throttle body. I noticed something odd. To the side of the throttle is where the cables connect to the pulleys to actuate the throttle. There appears to be 2 places where a cable can be attached. The first and where it is attached on my car is the white bottom pulley. The 2nd is a black pulley that has a spring attached to it for some reason. On my car it is not connected to any cables and moves freely. What is this pulley's purpose?
