Trunk leaking through vent

I bought this car a couple months ago used. Any time the road is wet, it seems the tires throw up water at the vent and it goes into the trunk. I've bought a new vent thinking it was broke some how but it still does it. Ive put silicon around the vent to ensure its sealed properly but it still does it. I've covered it, that stops the leaking but moisture builds up over my amp and subwoofers which isnt good.

I was thinking of building a small cover to go on the outside of the vent which will cover it completely leaving an opening at the back, like a hood scoop.

Is there anything easier that I could do? Thanks
 
How do you know its the vent and not the trunk weatherstripping?
 
have to agree with melsg5 on that one. try water testing it, lay in the truck and have someone with a garden hose run water over the whole trunk and see if you can see anything from the inside.
 
weather stripping was replaced, its clear that its coming through the vent, especially since the water stopped coming in when i covered it.
