The passenger side torsion spring in the Solstice 2008 trunk seems to have come loose from the pivoting lift bar. Can the spring (if not broken) be re-torqued and placed back into the catch/lift bar? HOW?

Tough to answer, the torsion bars are a know weak point of both the Solstice and Sky design. I have been told that removing the rear bumper cover is required to inspect the spring, and a couple of owners have replaced them with new parts, only to have the same condition recur in a very short time.
If you are just looking to get the trunk lid to pop up and clear the latch many owners have just added small coil springs bought from local hardware stores for under $10. Most people are happy with the results. Here is a video

I was not happy with the lid slamming open, so I opted for the more expensive gas strut mod that was designed for the Opel GT models sold in Europe. It costs around $120 delivered, depending on the exchange rate at the time of purchase. Note that it is a straight bolt in modification to 2007-09 model year Solstices, it will work on 2006 cars but requires some small modifications to mount.

Those are the 2 options I am aware of other than taking the rear bumper cover off to find that the stock spring is probably broken.
