Wheelhouse replacements

I am restoring my 66 GTO . I am currently trying to replace the rear wheelhouses . I have removed the old & purchased complete wheelhouses from my local supplier . The problem I am having is with the depth of the units . When measuring in the center of the wheel opening if measured from the trunk pan to the outside of the quarter panel I measure about 13 3/4 inches . The replacements I have measure 12 1/2 inches . Can somebody tell me what I am doing wrong . The tech guy at Year One measured his & they were the same . I need help !!
 
convertible or coupe/hardtop?
looking at the Ames catalog for the convertibles the inner housing have to have a section of the old panel cut off and welded onto the new panel.
