Why can't I get my 1998 pontiac sunfire out of park???

bad cook

the battery was just changed. the fuses seem fine. I have brake lights. I have tried all the tricks from the manual. please help!
 
Um, are you pushing down on the brake pedal while changing gear?

If so, and still not working, then I have no idea what the problem is =\
