Why doesnt the check engine light not blink?

[92 Sunbird LE]

Might want to check the EGR, it helps control the mixture of fuel in lean conditions....my 90 Silverado runs lean after driving on the highway for a while and throws that code. When I shut it off ,the CEL goes off again......Can't ever figure it out...
