Why is my pic not loading?

I am trying to use this pic as an avatar but it would not load? Is it me or is this feature turned off?

Have you checked the size and made sure the attachment is correctly formatted to apply it as a Avatar?
 
Looks like a picture of themselves from the title discription.. but IDK..
